Job Description:

Parsons is looking for an amazingly talented Construction Director to join our team!

What You'll Be Doing:

• Proven expertise in establishing and leading Program Management Office (PMO) functions to govern, standardize, and optimize the execution of large, complex construction programs.

  
  
  
  

• Extensive experience working in program management and construction leadership roles across the globe, with a deep understanding of proprietary systems, best practices, and commitment to quality and safety.

What Required Skills You'll Bring:

• Contract & Risk Management: Master negotiator and manager of complex EPC, DB, and PCM contracts (FIDIC, etc.). Adept at proactive risk identification, mitigation, and claims management to protect project viability. Stakeholder Management: Exceptional track record of building consensus and maintaining effective relationships with high-level clients, joint venture partners, government ministries (e.g., Royal Commission for Riyadh City, MoT), and regulatory bodies. Operational Excellence: Deep commitment to HSE (Health, Safety, and Environment) leadership, ensuring a zero-incident culture. Championing the integration of cutting-edge construction technologies (BIM, digital project management tools) to drive efficiency. Directly involved in the construction and PMO oversight of major urban development and infrastructure projects in Riyadh and key GCC cities (e.g., Dubai, Doha), demonstrating strong familiarity with local regulatory requirements, supply chain dynamics, and stakeholder landscape (including governmental entities)

Education/Certifications:

Degree in Engineering, Construction or Civil Engineering or related field

PMO Leadership & Governance: Expert in creating and managing PMOs from the ground up, implementing effective controls, standards, reporting structures, and KPIs to ensure program alignment with strategic goals. Mega-Project Delivery: Successfully delivered construction programs valued at $X billion+ (e.g., Metro systems, large-scale residential/commercial developments, major highways, and smart city infrastructure).
