Job Description:



Parsons is seeking a seasoned Commercial Advisor to join its newly formed Executive Delivery Advisory Team. In this role you will get to shape executive decision-making, drive value creation, and enhance delivery across one of the world’s most ambitious infrastructure initiatives.




Key Responsibilities



  • Advise the client on commercial and procurement strategies that elevate project development and delivery across all functions.



  • Lead reviews of procurement and commercial frameworks, delivery plans, and contractual processes.



  • Evaluate contractual notices and claims, ensuring contractual integrity and protection of client interests.



  • Analyze and advise on variations, rate adjustments, and change orders submitted by consultants and contractors.



  • Provide cross-program insights to improve procurement and supply chain performance.



  • Collaborate with a multidisciplinary advisory team embedded in the client’s organization.



  • Engage with market stakeholders to gather intelligence on industry trends, technologies, and commercial practices.



  • Support project reviews and contribute to strategic interventions that enhance financial and social value.



  • Deliver executive-level presentations summarizing findings, strategic opportunities, and actionable recommendations.



  • Maintain alignment with HSEW, risk, quality, and policy standards while embodying Parsons' and client values.




What You’ll Be Doing



  • Reviewing project and organizational performance from a procurement and commercial perspective.



  • Advising the client on high-level financial optimization strategies via procurement reform.



  • Collaborating on cross-functional improvement initiatives, including PMO and delivery partnerships.



  • Visiting sites and offices to evaluate commercial and procurement activity.



  • Producing analysis and actionable insights that influence policy, governance, and execution.



  • Leading follow-up efforts to ensure execution of agreed recommendations.




Required Skills & Qualifications



  • 10+ years’ experience in commercial and procurement roles within major construction or infrastructure programs.



  • Bachelor’s degree in, Engineering, Commercial Management, or a related discipline.



  • Demonstrated leadership and influence at C-suite level, including stakeholder management and strategic advisory.



  • Expertise in procurement structuring, negotiation, claims analysis, and commercial governance.



  • Strong oral/written communication skills, including executive presentations.



  • Experience in large-scale program planning and delivery across procurement and commercial domains.



  • MSc in a relevant field.



  • Professional membership (e.g., RICS).



  • Previous GCC regional experience.



  • Background in PMO strategy teams, collaborative delivery environments, or mega/giga programs.
