Parsons are seeking an experienced Construction Specialist – Civil & Pavement (Airfield) to oversee and inspect civil and airfield pavement works on a major airport runway and airfield development project.




This role focuses on inspection, quality assurance, and compliance of earthworks, drainage structures, concrete works, and flexible and rigid pavements, ensuring all construction activities meet approved drawings, specifications, and aviation authority standards.




The ideal candidate will have 10 years of experience in civil and pavement construction or inspection roles within large-scale infrastructure or airport projects.




What you'll Be Doing;



  • Conduct detailed inspections of civil and pavement works including earthworks, subgrade, sub-base, base courses, asphalt paving, and concrete pavement works.
  • Verify construction activities comply with approved drawings, specifications, ITPs, and method statements.
  • Witness field and laboratory testing related to civil and pavement works in coordination with QA/QC teams.
  • Monitor construction of runways, taxiways, aprons, shoulders, and associated civil infrastructure.
  • Ensure workmanship, materials, layer thicknesses, compaction, levels, and tolerances meet project and aviation authority requirements.
  • Review and close inspection comments, punch lists, and non-conformances.
  • Coordinate with survey teams to verify horizontal and vertical alignments, levels, slopes, and smoothness requirements.
  • Check compliance with pavement profiles, crossfalls, and surface tolerances.
  • Coordinate with wet utilities, dry utilities, MEP, and airfield systems teams to manage interfaces and avoid conflicts.
  • Liaise with contractors, subcontractors, consultants, and authorities to resolve inspection and technical issues.
  • Support phased works and sequencing within airside or operational environments.
  • Prepare inspection reports, NCRs, and compliance records.
  • Maintain inspection logs, test records, and quality documentation.
  • Support preparation of as-built drawings and handover documentation.
  • Ensure all civil and pavement works comply with approved HSE plans, risk assessments, and method statements.
  • Monitor safe working practices, particularly for heavy equipment, paving operations, and airside activities.
  • Ensure compliance with permit-to-work systems, FOD control, and airside safety procedures.

What Required Skills You'll Bring;



  • Bachelor’s degree in Civil Engineering or related discipline.
  • Minimum 10 years of experience in civil and pavement construction, supervision, or inspection roles.
  • Experience in airport, airfield, runway, or major infrastructure projects is highly preferred.
  • Strong knowledge of civil works and airfield pavement construction (asphalt and concrete).
  • Familiarity with ICAO, FAA, AASHTO, ASTM, and local aviation authority standards.
  • Ability to interpret construction drawings, specifications, and inspection test plans.
  • Strong inspection, reporting, and quality control skills.
  • Proficient in MS Office and reporting tools.
  • Experience working in airside or operational airport environments.
  • Knowledge of pavement smoothness requirements and testing (IRI, straightedge).
  • Familiarity with QA/QC systems, NCR management, and close-out procedures.
  • Experience with document control systems such as Aconex or similar.
  • Relevant inspection or quality certifications are an advantage.
