Parsons is looking for an amazingly talented HSEW Consultant



In this role you will get to enhance HSE and welfare performance across a diverse portfolio of construction and development projects. The role combines site assessments, system reviews, incident evaluations, and the delivery of strategic initiatives aimed at reducing risk and strengthening leadership accountability.




What You'll Be Doing



  • Lead structured site assessments and document findings with clarity. Highlight priority risks and propose practical improvements aligned with recognized best practices.



  • Review HSE plans, manuals, method statements, and monthly submissions. Test assumptions, identify technical gaps, and provide targeted recommendations.



  • Support incident investigations by evaluating root causes, corrective actions, and broader behavioral or organizational factors.



  • Contribute to the execution of portfolio-wide HSE and welfare initiatives, including reporting enhancements, risk reviews, and improvement programs.



  • Engage with project teams to encourage consistent adoption of strong practices observed across different sites.



  • Prepare concise, evidence-based reports and deliver briefings to senior stakeholders. Communicate observations with precision and impact.



  • Monitor emerging risks related to construction activities, worker welfare arrangements, contractor performance, and operational readiness. Escalate trends that require early intervention.



  • Contribute to the development of training materials for project leaders and technical staff.



  • Coordinate with external consultants and contractors to ensure alignment with expectations and identify opportunities for improvement.




What Required Skills You'll Bring



  • 15–20 years of progressive HSE experience within major programs or large-scale construction environments.



  • Ability to lead site inspections, identify systemic issues, and differentiate between isolated failures and patterns of concern.



  • Strong capability in reviewing HSE documentation and assessing whether controls are sufficiently defined and executable.



  • Proficiency with ISO 45001, ISO 14001, ILO/IFC welfare principles, and recognized international standards.



  • Experience supporting investigations into high-potential incidents and complex operational events.



  • Ability to prepare high-quality, executive-facing reports with clear, prioritized insights.



  • Comfort engaging senior leadership, contractors, and multidisciplinary teams.



  • Understanding of welfare risks related to accommodation, recruitment pathways, and subcontractor management.



  • Ability to operate independently, manage competing priorities, and deliver under time pressure.
