Job Description:



As a Lead Estimator for our project in Tabuk, KSA, you will be responsible for the development of comprehensive cost estimates for one of the most complex infrastructure projects in history. Working within Parsons’ project management team, you will lead the estimation process for multi-billion dollar heavy civil, structural, and infrastructure packages, ensuring financial accuracy from conceptual design through to construction.




What You'll Be Doing:
  • Cost Estimation: Lead the preparation of "first-principles" estimates for major civil works, including earthworks, structural concrete, and tunneling.



  • Strategic Planning: Develop and manage the Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) specific to the unique requirements of The Line.



  • Market Analysis: Analyze local and international market trends, labor rates, and material costs to mitigate risks in a volatile global supply chain.



  • Vendor & Subcontractor Management: Review and validate subcontractor bids and lead commercial negotiations to ensure alignment with NEOM’s budgetary constraints.



  • Risk Assessment: Identify potential commercial risks and opportunities; perform Monte Carlo simulations or similar risk analyses to provide contingency recommendations.



  • Collaboration: Work closely with the Design, Procurement, and Project Control teams to ensure cost-efficiency without compromising NEOM's sustainability goals.




What Required Skills You'll Bring:



  • Education: Bachelor’s degree in Civil Engineering or related field.



  • Experience: Minimum 12 years of experience in cost estimating, with at least 5 years leading teams on "Mega-Projects" (valued at $1B+).




What Desired Skills You'll Bring:



  • Technical Proficiency: Expert-level command of estimating software such as CCS Candy, Expert Estimation, or Primavera P6.



  • Industry Knowledge: Deep understanding of international forms of contract (FIDIC) and Middle Eastern construction market dynamics.



  • Soft Skills: Exceptional leadership, high-pressure decision-making, and the ability to present complex financial data to senior NEOM stakeholders.
