Job Description:



Parsons is looking for an amazingly talented Program Director to join our team!
In this role, you will get to provide strategic leadership and overall program direction for large-scale highways and roads infrastructure programs overseeing the delivery of complex, multi-billion-riyal corridor, expressway, interchange, and network-level projects. You will represent Parsons at the highest level with government clients and lead multi-disciplinary teams through all phases of program delivery.




This role requires proven experience delivering major highways and roads programs of national or regional significance, with extensive stakeholder, technical, and commercial complexity.



What You’ll Be Doing:



  • Acting as a senior representative with government clients, authorities, and key stakeholders on major highways and roads infrastructure programs.



  • Providing leadership and direction across all phases of program delivery, including planning, design, procurement support, construction oversight, and handover.



  • Establishing and overseeing Program Execution Plans, Health and Safety Plans, Quality Assurance/Quality Control Plans, and governance frameworks for large-scale infrastructure delivery.



  • Leading and coordinating multi-disciplinary teams responsible for highways and roads design, interfaces, utilities, traffic management, and construction support.



  • Ensuring programs are delivered in accordance with contractual obligations, approved budgets, schedules, and Parsons’ quality standards.



  • Managing overall program financial performance, including budgeting, forecasting, change management, claims avoidance, and commercial risk.



  • Identifying and proactively managing technical, delivery, and stakeholder risks associated with complex road and highway networks.



  • Leading negotiations with clients related to scope changes, variations, and program adjustments.



  • Monitoring and reporting program performance against key milestones, cost, schedule, safety, and quality metrics.



  • Supporting business development activities, including bid strategy, proposal development, and client engagement for new highways and roads opportunities.



  • Coordinating with internal support functions and regional leadership to mobilize appropriate resources for successful program execution.



  • Participating in senior-level meetings with ministries, authorities, regulators, and public stakeholders as required.



  • Promoting technical excellence, innovation, and best practices in highways and roads infrastructure delivery.



What Required Skills You’ll Bring:



  • Bachelor’s degree in Civil Engineering or a related engineering discipline.



  • Typically 20+ years of experience delivering large-scale highways and roads infrastructure projects.



  • Proven experience leading major road corridor, expressway, interchange, or national road network programs.



  • Strong background in program and project management within Saudi Arabia or the wider GCC.



  • Demonstrated ability to manage complex, multi-disciplinary teams and multiple interfaces.



  • Strong commercial and financial management capability, including budgets, forecasts, and change control.



  • Comprehensive understanding of Saudi Arabian standards, specifications, and regulatory requirements for highways and roads infrastructure.



  • Excellent leadership, communication, and stakeholder management skills.



  • Ability to represent Parsons credibly and effectively at senior government and client levels.



What Desired Skills You’ll Bring:



  • Master’s degree in Engineering, Construction Management, or a related discipline.



  • Experience delivering highways and roads programs for major government entities or national infrastructure authorities in Saudi Arabia.



  • Professional engineering registration or relevant project management certification.



  • Experience supporting bids and proposals for large-scale highways and roads programs.
