Job Description:



Parsons is seeking a skilled and highly organized Senior Project Controls Manager to oversee the planning, scheduling, cost control, and performance management for all projects.




Reporting to the Project Controls Director, you will be responsible for overseeing the planning, scheduling, and reporting functions for the delivery workstream(s) of the Airfield Program to which they are assigned. The Senior PCM will also actively interface with the Project Controls Core Team on program-wide subjects such as Document Management, Risk Management, and Project Management, as necessary.




The role is critical to ensuring the program is delivered on time, within budget, and to the required quality standards. To achieve this, the PCM will work closely with the delivery workstream teams and other stakeholders, including the Client, Design Consultants, Construction Contractors, and Delivery Partner(s), to provide accurate and timely project information.




What You'll be Doing;



  • Provide guidance, direction, and control for the implementation of procedures and processes as defined by the Core Team and the Client, ensuring compliance by the PCM’s team, contractors, and consultants.
  • Actively interface with the Client, Program Team, Delivery Partners, Contractors, and Consultants through emails, workshops, regular meetings and site visits as necessary.
  • Organize and lead meetings (regular and ad hoc) with stakeholders, ensuring minutes are recorded and action points are tracked to resolution.
  • Ensure compliance with the Client’s project documentation (Management Plans, procedures, and tools) and the Airfield Program documentation.
  • Develop and maintain project schedules, including critical path analysis, ensuring the full scope is captured and reflected in the Airfield Integrated Project Schedules throughout the program lifecycle.
  • Monitor projects progress and identify potential delays or issues, providing timely updates to stakeholders.
  • Oversee the baselining and/or re-baselining process for the Airfield Integrated Project Schedules and help maintain the Baseline Version Log to track changes.
  • Supervise and manage their scheduling team (Senior Planners, and Planners), ensuring they are qualified to analyze, evaluate, and forecast project performance against established milestones.
  • Work closely with the Core Team to ensure all Project Controls deliverables (daily, weekly and monthly) are produced and submitted in a timely fashion and at the standards required.
  • Help develop, maintain and produce all reports program-wide and/or asset specific reports, presentations, and dashboards to track progress, performance, and compliance.
  • Provide regular project status reports to stakeholders, ensuring transparency and accuracy.
  • Create statistical reports for management on a recurring or one-off basis.
  • Evaluate the performance of consultants and contractors through detailed reviews and analysis of their progressed schedules and associated reports.
  • Collaborate with the Risk Team to conduct Quantitative and Qualitative Schedule Risk Analyses (QSRAs) and assess the impact of risks on projects timelines.
  • Assess the impact of design/construction changes, schedule slippages, and pre/post contract risks on the program schedule.
  • Support the integration of risk management tools and methodologies into the scheduling and reporting processes.
  • Liaise with the Document Control Team to ensure all deliverables are issued/received and stored in compliance with program-wide document management standards.
  • Help address any issue related to the performance of the review and approval of deliverables from the Contractors and Design Consultants within the timescales set by the Client or the Airfield program.
  • Manage and mentor their team, including Schedulers, and Reporting Specialists.
  • Assign and supervise project work activities, ensuring alignment with program and projects objectives.
  • Conduct performance reviews and provide professional development opportunities for team members.
  • Assist in the development and maintenance of all Project Controls Management Plans, procedures, tools, and dashboards for the program, ensuring alignment with portfolio governance and management documentation.
  • Support the implementation of tools, procedures, and documents by contractors and consultants for the delivery of their respective scopes.
  • Monitor contractor and consultant performance to ensure compliance with established procedures and plans.

What Required Skills You'll Bring;



  • Bachelor’s degree in Engineering, Construction Management, Project Management, or a related field.
  • Minimum 15 years of experience in project controls and schedule management on engineering and construction projects
  • Experience on major aviation infrastructure programs is essential
  • Minimum 5 years in a leadership capacity.
  • PMO/PMCM and GCC experience are essential
  • Proficiency in Primavera Enterprise Systems scheduling technology.
  • Strong understanding of Earned Value Management (EVM) and its application to large infrastructure programs.
  • Knowledge of risk management software and cost management integration.
  • Excellent written and verbal communication skills.
  • Strong organizational, interpersonal, and customer service skills.
  • Ability to work under time constraints and prioritize tasks effectively.
  • A Master’s degree or professional certifications (e.g., PMP, AACE) is a plus.
  • PMP certification or equivalent is highly preferred.
